How tight is too tight?

My fat rat terrier managed to slip his collar off during the week, and left it in the backyard. I decided it was time to get him a new one, even though the one he took off was pretty smug on his neck. I got him a really cute army patterned nylon one with a stainless steel buckle! However when I was putting it on him I noticed it was too tight at first, since it was really high up on his neck. SO I loosened it but then it looked too loose when it was lower on his neck. Either way, he didn't look comfortable because there were fat rolls either behind or on top of his neck. Am I choking him, or is my dog just FAT?
